With the first day of the conference less than a week away, let’s introduce you to the TCOM team lead here at Chapin Hall and Policy Fellow based out of New York. They will even be conducting a workshop together at the Conference! You don’t want to miss them

Child & Adolescent Psychologist

April D. Fernando is a Policy Fellow at Chapin Hall. Dr. Fernando assists with the development, implementation, and utilization of Transformational Collaborative Outcomes Management (TCOM) and the Child and Adolescent Needs and Strengths (CANS) in mental health systems. She is currently working on the implementation in the Illinois system of care. Prior to coming to Chapin Hall, Dr. Fernando was the Chief of Clinical Operations at WestCoast Children’s Clinic, an outpatient psychology clinic in Oakland, CA, where she spent over 20 years overseeing program operations, research and evaluation, and training. She was also an Associate Professor at Holy Names University, where she taught courses in the undergraduate and graduate psychology programs, and was codirector of the Counseling Psychology Masters Program for several years.

A practicing child and adolescent psychologist, Dr. Fernando has been active in the training and supervision of clinical psychologists to work with traumatized and marginalized populations and is a national leader in efforts to better serve commercially sexually exploited children. She currently serves on the board of the California Psychological Association and its Division of Clinical and Professional Practice.

Dr. Fernando holds an M.A. and Ph.D. in Clinical Psychology from the California School of Professional Psychology as well as a B.A. in Psychology from the University of California, Berkeley.

Suzanne Button, M.Ed and PhD

Suzanne Button is a Policy Fellow at Chapin Hall. Dr. Button supports effective organizational implementation of Transformational Collaborative Outcomes Management (TCOM) in diverse mental health, social service and educational systems. Prior to coming to Chapin Hall, Dr. Button was the Assistant Executive Director for Quality & Clinical Outcomes with Astor Services for Children and Families, a large mental health, education, and social service agency in New York State. In her role at Astor Services, Dr. Button was responsible for implementation, monitoring and sustaining large-scale procedural and practice changes across the agency. Dr. Button has consulted, trained and published nationally on such subjects as effective EBP implementation in public service systems, use of the CANS in treatment planning and TCOMS, the use of technology to transform clinical practice, and the infusion of collaboration into work with marginalized children and families. She has served on multiple New York Statewide Task Forces and Advisory Groups. Areas of expertise: Effective implementation of practice changes in public human service systems, translation of science into educational practice, use of the CANS in treatment planning and TCOM, the use of technology to transform clinical practice, and the infusion of collaboration into work with marginalized children and families.

Dr. Button holds a M.Ed. from the University of Virginia’s Curry School of Education, and a Ph.D. in Clinical Psychology from the University of Virginia’s Graduate School of Arts & Sciences. She received her B.S. in Psychology and Biology from Hunter College of the City of New York.
