About the Institute:

The Institute for Innovation and Implementation (The Institute) serves as a training, technical assistance, evaluation, policy, systems design, and finance center for the Maryland Children’s Cabinet and its member agencies, along with multiple other states, localities, and private organizations. The Institute supports state and local governments and organizations to implement effective systems and practices to best meet the needs of children and youth with complex behavioral needs and their families. This support is provided through three primary units within The Institute: Policy and Finance; Technical Assistance & Implementation; and Research & Evaluation. These units work in an integrated fashion to assist governmental and other organizational entities to achieve better outcomes for children, youth, and their families.

The Institute brings with it nationally recognized expertise and leadership in the fields of children’s behavioral health, systems of care, evidence-based and promising practices, care management, finance, policy, systems design, juvenile justice, child welfare, and much more. The staff of The Institute is responsible for the implementation of numerous projects, both in Maryland and nationally. These include project management, training and evaluation for the Substance Abuse and Mental Health Services Administration (SAMHSA) System of Care Grants – MD CARES and Rural CARES; project management for the Center for Medicare & Medicaid Services (CMS) Children’s Health Insurance Program Reauthorization Act (CHIPRA) Quality Demonstration Grant; evidence-based practice evaluation and implementation, including Multisystemic Therapy (MST), Functional Family Therapy (FFT), Multidimensional Treatment Foster Care (MTFC), and Brief Strategic Family Therapy (BSFT); High Fidelity Wraparound implementation; and a national Technical Assistance & Implementation Center for High Fidelity Wraparound and evidence-based practices. The Institute receives funding from the Maryland Governor’s Office for Children on behalf of the Children’s Cabinet, the Maryland Department of Health and Mental Hygiene, the Annie E. Casey Foundation, CMS and SAMHSA, as well as states and localities throughout the country.

For more than 30 years, the biennial Training Institutes has been a premier convening of leaders in the field of Children’s Behavioral Health.  University of Maryland, Baltimore School of Social Work is thrilled and privileged to continue and expand on this event.  This year’s theme, LEADING CHANGE: Integrating Systems and Improving Outcomes in Behavioral Health for Children, Youth, Young Adults and Their Families, builds on decades of focus on designing and sustaining high quality and effective delivery systems.  This year’s Training Institutes will focus on successful policy, design and implementation approaches that are supported by data-driven decision-making and relevant to Medicaid, child welfare, juvenile justice, behavioral health, early intervention and other decision makers and practitioners.  The sessions will be operationally focused, drawing on state and local examples from around the country.  Just like in past years, presenters and attendees will include experts and leaders in the field of children’s services from across the states, tribes, and territories.
